in the Dominions and (c) coming from Foreign Territories. The se show that over the period 1928 - 1941 an average of 274 students out of an average total of 450 derived from Colonial territory. That is a proportion of 3: 5. Not quite half of these are given as Hong Kong Chinese, that is not quite 3: 10. The figures given in Paragraph 2 have been calculated as follows:

In the paper at (75) Mr. Sloss has given the numbers of students under the following heads: "Hong Kong Chinese" "Chinese Proper;"'Canada, Australia

etc. "Malaya and Dutch East Indies" and "Others- mainly Hong Kong " He has added the following verbal explanations: (a) that those under the heading "Canada, Australia etc.", include also students from

the Philippines, Honolulu and other Pacific areas, and that it would be fair to say that roughly half came from these areas and half from Dominion territories (b) that the proportion recorded as coming from Malaya and the Dutch East Indies might be taken as four to one. (c) that of the "others" almost all attended Hong Kong Schools.

I have therefore included half the numbers from (a) under "from Dominions" and half under "fram Foreign Territories". Similarly I have included faus-fift of the gumbers from (b) under "from Colonial Territories" and one-fifth under "from Foreign Territories". Finally I have included all the figures from (c) under "from Colonial Territories".

It is unfortunate that Mr. Caine is now on leave. I think however that the draft memorandum accurately reflects his views and I have sent a copy of it to him to see on his return.

9. If the Secretary of State approves the Memorandum some small amendment will be necessary in the draft letter to Mr. Bevin (below the draft memorandum) so as to refer to it. I have praed on a draft insertion, which might be made and submitted for approval.

I am sorry to have kept this a few days.

I have had some difficulty in getting hold of Mr. Sloss to discuss further with him certain points raised in the draft Memorandum. The only comments which I have to make are as follows.

With reference to the probable distribution of students at the future University (page 2 of the Memorandum and para. 6 of Miss Ruston's minute) I am not at present convinced by Mr. Sloss' argument at (3) on page 2 of 75 as to the effect of the establishment of a Malayan University on the Malayan Chinese who in the past have attended the University of Hong Kong. argument rests on analogies between the past political development of Burma and the estimated future political development of Malaya, and I am not altogether convinced that the analogy will hold.
